Chapter 1
Name and Boundaries


Section 1. NAME.
The city of Green Ridge, Green Ridge Island, Oregon, as owned by GR Biotech, shall for all intents and purposes be a local and self sustaining government and be named "City of Green Ridge".

Section 2. BOUNDARIES.
The city of Green Ridge and Green Ridge Island law includes all territory within the boundaries of the island. The custodian of the city's records shall keep an accurate, current description of the boundaries and make a copy of it available for public inspection during regular city office hours.



Chapter 2
Powers


Section 1. POWERS OF THE CITY.
The city shall have all powers which the statutes, and charter of GR Biotech expressly or by implication grant or allow.



Chapter 3
Form of Government


Section 1. DISTRIBUTION OF POWERS.
All powers of the city are vested in the council.

Section 2. COUNCIL.
The council shall be composed of five councilors elected from the city at large.

Section 3. COUNCILORS.
Each year, five councilors shall be elected. Each elected councilor will serve for a term of one year but no longer than 4 consecutive terms and will balance the wants of the community with the needs of GR Biotech. Councilors will be given salary from GR Biotech.

Section 4. MAYOR.
Every two years, one mayor shall be elected. The elected mayor will serve for a term of two years but no longer than 2 consecutive terms and will balance the wants of the community with the needs of GR Biotech. The Mayor will be given salary from GR Biotech.

1.31.072 ATTEMPT TO COMMIT OFFENSES.
A person who shall attempt to commit any of the offenses mentioned in this code, but who for any reason is prevented from consummating such act, shall be deemed guilty of an offense.


2.01.901 ABANDONED PERSONAL PROPERTY.
Whenever personal property of any kind is seized by the city, left in storage or otherwise abandoned, the sole owner of such property becomes the property of GR Biotech and will be used in any way that the city sees fit unless the usage of such property directly conflicts with GR Biotech's laws, provisions and/or charter.


4.01.010 REGULATION OF PUBLIC LAND.
No fire shall be built, lighted or maintained within a City park or upon public property except in a camp stove, barbecue unit, or fireplace provided, maintained or designated for that purpose; excepting, however, that gasoline, alcohol, or oil camp stoves may be used in established camp sites or picnic areas. No fire shall be left unattended, and all fires shall be extinguished by the user before leaving the park or public property.


4.02.270 HORSE GUIDELINES
No person shall ride, drive, lead or keep a horse or other animal in a City park or upon public property except upon roads, trails or other areas designated for that purpose.


5.04.050 BUSINESS LICENSING.
Every person, firm, or company, before engaging in or pursuing any business, trade, profession, vocation, or calling, shall obtain a license to do so and make yearly payment to GR Biotech for continued licensing. Fifty percent of all earnings will be paid to GR Biotech on a monthly basis to work as taxes and to bring other forms of revenue to the island.


6.12.030 ANIMAL LICENSING.
(1) Every person owning or keeping any animal that is six months old, shall within 30 days after he becomes the owner or keeper of the animal, and yearly thereafter, procure from the island a license for the animal.

(2) Any animal not licensed according to this ordinance may be impounded, and no animal impounded under the authority of this ordinance shall be released from the impound facility until so licensed.

(3) Licenses are required for dogs used by blind persons, however no fee will be charged.


8.04.040 REFUSE.
(1) Refuse containers will be provided to all users by the City.

(2) All containers will be the property of the GR Biotech.

(3) Each resident will be assigned a yard debris and a refuse container and will be provided at no expense to the resident. Refuse will be collected every Wednesday and containers should be left at the curb of residential buildings or in the designated areas of commercial buildings. Should the resident or business incur more refuse than is permitted by these standards, the resident or business will be responsible for additional charges pursuant with GR Biotech regulations.

(4) Reasonable care and cleaning of refuse container(s) shall be the responsibility of
the customer.

(5) All residents and businesses are required to participate in the City's universal
garbage and refuse collection program.

(6) It shall be unlawful for any person other than the user to dig into, scatter, displace or disturb any garbage or rubbish which has been put out for collection.

(7)It is unlawful for any person or persons to burn refuse, trash, rubbish, or any other combustible material in any street, alley, or lot unless a permit has first been obtained in writing from the chief of the fire department.


8.12.049 FENCES AND SIDEWALKS.
(1) Sidewalks will be subject to maintenance by the City. It is the duty of the resident to inform the City of any issues with public walk ways.

(2) No resident of any property on Green Ridge Island property shall construct a barbed
wire, razor wire or electric fence without design review by the City.


8.13.101 UNREASONABLY LOUD OR RAUCOUS NOISE
Playing, using or operating a radio, musical instrument, phonograph, television set, tape recorder or other machine or device for producing or reproducing sound in a manner that disturbs the sleep, peace, quiet, comfort or repose of other persons, or using the machine or device with louder volume than is necessary for convenient hearing by the person or persons who are in the room, vehicle or chamber in which the machine is operated and others who are voluntary listeners is unlawful. The operation of a machine or device, including but not limited to motor vehicles, in a manner that is plainly audible to a law official at a distance of at least 50 feet from the building, room, structure or vehicle in which it is located shall be in violation of this section.


9.04.020 PROVIDING LIQUOR TO PROHIBITED PERSONS.
No person shall sell, give, furnish, serve or otherwise make available any alcoholic liquor to:
(1) Any minor;
(2) Any person visibly intoxicated.


9.04.100 CONSUMPTION OF ALCOHOLIC BEVERAGES IN PUBLIC PLACES.
No person shall drink or consume any alcoholic liquor in or upon any street, alley, public grounds or other public place unless such place has been licensed for that purpose by the City.


9.08.010 CURFEW FOR MINORS.
It is unlawful for any child under the age of eighteen (18) years to be on any street, alley, or public grounds in the city after the hour of ten (10) p.m. until six (6) a.m. the following morning, unless such child is accompanied by parent, legal guardian or a member of the St. Christina's faculty.


9.08.030 ENFORCEMENT PROCEDURE FOR MINORS BREAKING CURFEW
It shall be the duty of any law enforcement officer of Green Ridge Island to arrest any child violating the provisions of 9.08.010 and to use all diligence to find the child's parents, legal guardian or responsible party from St. Christina's and for the first violation thereof to take or send such child home and notify or cause to be notified the child's parents or legal guardian of such violation; upon a second or subsequent violation, the child shall be sent to St. Christina's by the officer and the child's parents or legal guardian served with a notice of the child's whereabouts.


9.16.010 FALSE FIRE ALARMS.
It is unlawful for any person in the city to give, or cause to be given, a false fire alarm.


10.16.209 TRAFFIC RULES
All traffic rules will be used as state rules. This includes, but is not limited to, driving while intoxicated, right of way and full stops. Please see Oregon State Laws regarding driving for more information.
